STOCKS IN EUROPEAND ASIA DROP AS RECESSION HITS

Shares in Europe and Asia declined, led by commodity producers, on concern the deteriorating global economy will sap demand for metals and oil. U.S. futures fell.

BP Plc, Europe's second-largest oil company by market value, and Total SA sank at least 3 percent as crude headed for its second-biggest weekly drop in more than five years. Cnooc Ltd., China's largest offshore oil producer, slumped 4.9 percent. BHP Billiton Ltd., the world's biggest mining company, retreated 4.8 percent on lower metals prices. Palm Inc. plunged 9 percent in Europe after reporting a sixth straight loss. UBS AG led banks lower as Standard & Poor's cut ratings and changed outlooks for 12 U.S. and European financial institutions."

GENSLER TO HEAD COMMODITY FUTURES TRADING COMMISSION

Signaling his intention to strengthen regulation of the nation's financial markets, President-elect Barack Obama announced his choice yesterday of two government veterans, including Baltimore native Gary Gensler, to lead what could be a sweeping overhaul.

"If the financial crisis has taught us anything, it's that this failure of oversight and accountability doesn't just harm individuals involved. It has the potential to devastate our entire economy," Obama said in Chicago, where he unveiled his choice of Mary Schapiro as chairman of the Securities and Exchange Commission and Gensler to head the Commodity Futures Trading Commission.

Gensler has been in charge of the Obama transition team reviewing the SEC, and there had been some speculation that he might be put in charge of that agency. His selection as head of the commodities agency came as a surprise.

The SEC regulates most securities, such as stocks and bonds, while the CFTC oversees futures trading in agricultural, energy and financial markets. Criticism of commodities regulation reached a peak last summer when oil futures prices rose above $130 a barrel, with some blaming unchecked speculation for much of the increase.

The U.S. is the only country with separate regulatory agencies for securities and futures, and there have been proposals to merge the two. Schapiro, who currently heads a private organization that oversees securities firms, has served as both an SEC commissioner and head of the commodities agency.

Obama said that he was making the appointments months earlier than new presidents typically do, to underscore his commitment to overhauling the nation's regulatory system, which he called a top legislative priority.

Gensler said he was "thrilled" by his selection. The 51-year-old has worked closely with many top economic officials of the incoming administration, including Lawrence Summers, who will head the White House economic council, and who was a top official at the Treasury Department, with Gensler, under President Bill Clinton.

Gensler has also served as a key adviser to Senate Democrats, including to then-Sen. Paul S. Sarbanes of Maryland in helping draft the Sarbanes-Oxley reform law passed by Congress in 2002 after scandals at Enron and other companies.

Sarbanes, in an interview, called Gensler "a terrific appointment" and noted his close ties to key members of the Obama economic team.

"Gary knows all those people, and they know him, and obviously they recognize his abilities," the former senator said.

Long active in national and Maryland Democratic politics, Gensler was an early supporter of Hillary Clinton for president. He is a former partner at Goldman Sachs, a position that made him wealthy and linked him to Robert E. Rubin, who recruited Gensler for a top Treasury job in 1997.

In remarks at Obama's press conference, Gensler thanked his three daughters, Anna, Lee and Isabel, and expressed regret that his wife, Francesca Danieli, who died of breast cancer in 2006 at age 52, could not be there. Gensler, of Brooklandville, is a Pikesville High graduate who went on to earn degrees at the University of Pennsylvania's Wharton School.

One of his first tasks in his new position, which requires Senate confirmation, could be to work himself out of a job.

There have been numerous calls for a merger of the SEC and the CFTC, including by Bush Treasury Secretary Henry M. Paulson Jr., a former Goldman Sachs chairman.

Obama said yesterday that updating the nation's regulatory apparatus for the 21st century would be among his earliest initiatives. He said it was premature to offer details but raised the possibility of consolidating regulatory agencies "to streamline them, to make clear who's got what mission, so that things aren't falling through the cracks."

He said the recent $50 billion securities fraud scandal involving New York financier Bernard L. Madoff was only the latest reminder of "how badly reform is needed when it comes to the rules and regulations that govern our markets."

Efforts to combine the agencies could be impeded by politics. Each has its own constituency and is overseen by different congressional committees, whose members rely heavily on campaign contributions from the financial industry.

Charles Elson, a specialist in corporate governance at the University of Delaware, said he saw no other reason not to consolidate the agencies.

"Ultimately, the bigger question is: Does consolidation create safer markets in the end, and does increased regulation lead to safer markets, and that's anybody's guess," he said.

Gensler is a past treasurer of the Maryland Democratic Party, and was seeking the chairmanship a few years ago when his wife was diagnosed with breast cancer. Hillary Clinton made sure that his political work for her campaign would not interfere with his ability to rear his daughters before she gave him a senior advisory role. Soon after Clinton's campaign folded last summer, Gensler became an Obama fundraiser and adviser.

A major Democratic donor, he contributed a total of more than $220,000 to party candidates and committees since 2002, including more than $72,000 this year, according to Federal Election Commission records.

Obama also announced his intention to make Dan Tarullo, one of his economic advisers, a governor of the Federal Reserve Board. Another Clinton administration veteran, Tarullo held international economics positions at the State Department and the White House.

U.S. STOCK FUTURES GYRATE AFTER HEWLETT-PACKARD EARNINGS BEAT

U.S. stock futures on Tuesday pointed to a mixed start, with cheer over technology giant Hewlett-Packard Co.'s growing profit helping offset ongoing evidence of the economy's deterioration.

Nov. 18 (Bloomberg) -- U.S. stock-index futures swung between gains and losses as better-than-estimated earnings at Hewlett-Packard Co. and Home Depot Inc. offset concern profits will be dragged lower amid a recession."

TOTAL, SHELL, ALCATEL STOCKS GO UP

Nov. 18 (Bloomberg) -- European stocks rose as higher oil prices lifted energy producers and better-than-expected earnings from Hewlett-Packard Co. and Home Depot Inc. eased concern the recession will snuff out profits.

Total SA, Europe's third-largest energy producer, and BP Plc climbed more than 4 percent as crude gained. Alcatel-Lucent SA jumped 4.8 percent on Dassault Aviation's 1.56 billion-euro ($2 billion) offer for Alcatel's stake in Thales SA.

The Dow Jones Stoxx 600 Index added 0.8 percent at 201.91 in London, reversing an earlier decline of as much as 2.2 percent. The gauge has lost 45 percent this year as writedowns and credit losses topped $965 billion in the worst financial crisis since the Great Depression.

U.S. earnings are ``reassuring the market,'' said Arnaud Scarpaci, a fund manager at Agilis Gestion in Paris, which oversees $152 million. The market ``seems oversold,'' he said."

JGB FUTURES EDGE UP, SUPPORTED BY ECONOMY WORRIES

TOKYO, Nov 18 (Reuters) - Japanese government bond futures inched higher on Tuesday, supported by worries that the economy may weaken further and market expectations for the Bank of Japan to keep interest rates low in coming months.

The yield curve was seen likely to stay steep, with shorter-term notes supported by this week's dip in JGB repo rates, while super-long bonds may see some selling as dealers prepare for a 20-year bond auction on Thursday.

'The trend of stock market weakness is still in place and yesterday's gross domestic product data showed a contraction for the second straight quarter. Economic fundamentals continue to be weak,' said Naomi Hasegawa, senior fixed-income strategist for Mitsubishi UFJ Securities.

December 10-year JGB futures rose 0.19 point to 138.75 2JGBv1 in light trade, with trading volume totalling roughly 3,900 lots as of 0055 GMT.

The benchmark 10-year JGB yield was steady at 1.475 percent."

STOCK FUTURES FALL AHEAD OF AUTO BAILOUT TALKS

An anxious Wall Street proceeded cautiously Monday after last week's selloff, sending stock futures lower ahead of economic data and talks in Congress about the automotive industry.

The government at 9:15 a.m. Eastern time will release its October reading on industrial production. The median estimate by economists surveyed by Thomson/IFR is an increase of 0.2 percent after September's drop of 2.8 percent.

Investors were also nervously waiting to see whether the nation's troubled automakers would get a bailout. Senate Democrats, who plan to introduce legislation Monday, want to use part of the $700 billion Wall Street bailout to help prop up Detroit's Big Three carmakers: General Motors Corp., Ford Motor Co. and Chrysler LLC. A vote was expected as early as Wednesday.

General Motors said Monday it will sell its entire stake in Suzuki Motor Corp. for 22.37 billion yen, or $230 million, to raise cash."

OIL AT 22-MONTH LOW WITH DEMAND UNDER SCRUTINY

SAN FRANCISCO (MarketWatch) - Crude futures closed at their lowest level in 22 months Monday, after an erratic trading session that took prices to a high near $59 per barrel, with energy demand under fresh scrutiny following a climb in U.S. industrial output and data showing that the Japanese economy has fallen into recession.

And likely adding to the session's volatility was the expiration of December crude-oil options, analysts said.

'Overall, the market just keeps doing what it has been doing for months -- posting wide trading ranges with a lot of activity, but not quite able to break out of its downtrend,' said Darin Newsom, a senior analyst at DTN. 'The big thing is still a lack of demand and financial weakness.'

December crude futures fell by $2.09, or 3.7%, to close at $54.95 per barrel on the New York Mercantile Exchange. It finished at the session's weakest intraday level - a level not seen since late January of 2007."

GOLD FALLS IN N.Y. AS DOLLAR CLIMBS; PLATINUM, SILVER DECLINE

Gold fell in New York as the dollar climbed, reducing the appeal of the precious metal as an alternative investment. Platinum and silver also declined.

The dollar gained against a weighted basket of six major currencies, extending a two-week rally. Precious meals often move in the opposite direction of the greenback. Gold fell 18 percent last month as the dollar rallied 7.8 percent.

``The dollar has the strength that it does because people are pulling their money home and going to cash,'' said Frank Lesh, a trader at FuturePath Trading LLC in Chicago. ``Gold is just reacting to the dollar. There's a loss in demand for all metals and commodities.''

Gold futures for December delivery fell 50 cents to $742 an ounce on the Comex division of the New York Mercantile Exchange. Earlier, the price dropped as much as 1.7 percent.

Silver futures for December delivery declined 16 cents, or 1.7 percent, to $9.33 an ounce.

Platinum futures for January delivery tumbled $24.50, or 2.7 percent, to $820.60 an ounce on the Nymex. Palladium for December delivery rose $1.05, or 0.5 percent, to $217.70 an ounce."

WHY TRADE SPREADS?

Although not surprising, many new traders are attracted to the most obvious ways of trying to make money in the markets. But in the markets, as in life itself, that which is most obvious is not always that which is true or right. During these times of record-breaking volatility in all markets there are three keys to survival and profits."

DAY TRADING FUTURES

When day trading futures, you enter and exit all positions in the same day - never carrying a position overnight. Since the overnight moves of the market are difficult to predict, many traders avoid risk by day trading. Ironically, the public believes that day trading is the riskiest way to trade.
